hello friends I am professor philip Kovacevic and this is the 10th edition of the Russian newspapers monitor [Music] I hope you are doing well today I would like to thank you for your positive comments and feedback and thank you also for being a part of the news but community the best is yet to come let us begin our weekly roundup of the front page news in2/50
the major Russian newspapers in the second part of the show I have a special treat for you I discuss the front page articles or two newspapers I have not covered before the first one on our list today is the Russian government own newspaper resist kiyaah gazeta the addition for december 7 2016 on the bottom of the front page there is an article with a typo the3/50
strongest weapon the subtitle explains that the weapon in question is information and stays that Russia adopted the new doctrine on information security the article reports that the Russian President Vladimir Putin signed a document approving a new government doctrine on information security effective immediately the doctrine deals with the Russian activities in international cyber and media spheres it enables the country to plan organize and execute informational resistance4/50
including defense against cyberattacks the earlier doctrine dealing with government activities in this area was written in the year 2000 and was obviously outdated the aim of the new doctrine is a defense of the rush of sovereignty and territorial integrity the preservation of political economic and social stability in the country and the protection of the so-called critical informational infrastructure the key risk facing Russia this is defined5/50
as a capability of certain foreign countries to negatively affect the Russian information infrastructure in pursuit or geo political and military goals the doctrine also notes the persistent discrimination of the Russian media in the West in addition to the dramatic increase of the Western media reports critical of the Russian government in the last few years the doctrine emphasizes what it caused the particularly strong informational pressure on6/50
the Russian youth with the aim of diluting traditional Russian spiritual and moral values another significant threat described in the doctrine is the current dependence of the Russian industry on the digital and cyber components invented and developed in foreign countries this makes the growth of the Russian industrial output dependent on the geopolitical interests of those countries and so the doctrine calls for the rapid integration of domestic7/50
hardware and software solutions to eliminate the dependence the main goal is to make Russia technologically independent the article quotes Sergey jealous Nia who is the ranking member of the Foreign Affairs Committee in the Russian Duma and a high-level official in the ruling united russia party as saying that the doctrine is an important component of the overall system of the russian national security because it enumerates a8/50
whole set of measures to prevent and repel informational and cyber attacks he also noted the United States and if European partners have begun a real information war against Russia including the constant and in his opinion baseless accusations of the Russians supposedly aggressive behavior jelinek stated the treasure is affected the interests of other countries but would firmly reply to any propaganda attacks and open lies the new9/50
doctrine provides a legal framework for doing so another Russian politician puter Tolstoy a deputy president of the Duma agreed with shelley's Nia Tolstoy stressed the danger or cyber attacks of the Russian banks one of which happened last week and the necessity for the Russian government to provide both the defensive and offensive cyber capabilities against hackers and possible terrorists the chairman of the information policies committee the10/50
Duma Leonarda levin a member of the pro-government party just russia stated that the intelligence agencies of various countries have been using the internet is yet another means of subverting Russian sovereignty and territorial integrity as a way to combat these destabilizing operations let me suggest it the articulation of international rules for the control of the internet at the level of the United Nations however this is not11/50
the majority of you in the Russian parliament the article also reports the statement of put his press secretary Mitra Peskov who said the new doctrine allows Russia to direct its resources not only to the development of its own digital technologies but also to the planning of complex operations against the manipulations of historical facts on the Russian role in various European conflicts which are now going on12/50
in the Western media and academia with full force in my opinion the new Russian doctrine on information security together with its new military doctrine underscores the extent to which Russia feels threatened by the west of course the Russians are still willing to cooperate with the west on various issues of mutual interest however any trust that may have been present in the 90s has clearly been dissipated13/50
at this time Russia is in the process of constructing a new legal framework grounded in national sovereignty and technological self-sufficiency the focus will be on regional Eurasian integrations and the globalist institutions will increasingly lose their power and legitimacy the question is are we in the new Middle Ages right now [Music] now let's look at the front page of his race here the moderate pro-government newspaper the14/50
addition for December 7 2016 in the bottom right corner of the front page there is an article about two Russian nurses killed in aleppo on december 5th the title of the article is nadia one of the nurses did not plan to go to Syria it all happened unexpectedly and the subtitle explains that for the two nurses Nadezhda to retain co and galina mikhailovna this was the15/50
second tour of duty in Syria next to the title there is a color photograph of a Russian soldier at the spot of the completely destroyed mobile medical facility in Aleppo the article reports that duration curve at mikhailovna were members of the military medical group within the Russian southern Military District and they were flown into Syria week ago they set up a mobile medical facility in a16/50
suburb of Aleppo for the use of local residents sometime around noon on December fifth the facility was hit directly by the artillery shells and self-made explosive devices or the serial militants the two Russian nurses were killed in the attack and the pediatrician dr. vladimer sainthia was badly wounded he was first evacuated to the Russian Air Base coming in Syria and never Sloan back to Russia the17/50
article provides some biographical information on doroshenko and mihailovna both were from the town of B Robuchon which is the administrative capital of the Jewish autonomous region in Russia near the border with China the Autonomous Region was established in the 1930s by the number of Jews living there never went above twenty-five percent where is too day is less than 1% d'argento was 40 years old and received18/50
her medical training in P Robuchon she was married and had a 19 year old daughter mihailovna also studied medicine in Eurovision and joined the military in 2013 she had a 15 year old son the article interviews several doroshenko and McCollum has friends who expressed profound grief at the tragedy it also reports that the Russian Defense Minister Sergei shoigu issued an order for the millet for the19/50
ministry to provide financial support to the affected families in my opinion the positioning of this article on the front page is a sign that the Russian government is willing to be open with the Russian people about the risks and dangers of the intervention in Syria putin's administration is not afraid that if we lose the russian people support the way the US government lost support for each20/50
wars in Vietnam Afghanistan and Iraq as well as the covert war in Syria I should have it appears that the majority of the Russian people remain convinced that their military intervention in Syria despite the casualties is justified in light of Russia's national security interests in addition the article also portrays the Syrian militants has delivered sadistic killers of defenseless civilians and medical personnel this is not the21/50
way they have typically been presented in the Western mainstream media they are supposed to be the good guys defending freedom and democracy from the dictatorial courts or the Syrian President Bashar al-assad and his Russian Iranian and Chinese cronies obviously there is plenty that is wrong with this means same narrative and mid events such as this blatant killing of the Russian nurses the falsity of the narrative22/50
is being more and more exposed for the whole world to see [Music] now we'll move to the front page of Nez avisame I Gazzetta the middle of the road newspaper the addition of December 7 2016 on the front page there is a big color photograph of the Turkish Prime Minister benally here dear him smiling and shaking hands with the Russian Prime Minister mitri Medvedev the title23/50
in big bold letters proclaims Russia needs the turkey Stream pipeline not Turkish Tomatoes the subtitle explains that Ankara is trying to speed up economic cooperation with Moscow the article reported the Turkish Prime Minister benally Hildy reham who is on an official visit to Moscow call on Russia and Turkey to accelerate and why the economic exchange a trade however according to the article the Russian officials are24/50
still playing a cautious hand they agreed to organize a big russian-turkish economic summit but only later next year until then they are asked in Turkey to provide more secure guarantees for long-term projects such as the turkey stream natural gas pipeline and the nuclear power plant aku you in fact the Russian government is still refusing to lift completely the embargo on the Turkish fruits and vegetables the25/50
Russian Ministry of Agriculture proposed to keep the ban on Turkish tomatoes in effect for now the article reports that yield eeram met not only with the Prime Minister made better but at the heads of various Russian ministries and federal agencies were also present at the meeting she was also expected to meet with the President Vladimir Putin the following day however the Russian Deputy Prime Minister Sergei26/50
pryadko stated that no substantial documents of cooperation would be signed during yield earrings visit this visit seems to be no more than the testing of the waters it appears that the Russians are still not fully sure about air doors intentions during the meeting with Medvedev give the rim expressed a bit in bit of impatience with the Temple of the russian-turkish reconciliation we are going step by27/50
step we need to accelerate the pace he said maybe they'd have agreed but only to a point he stated that there was plenty of space for improving the relations and working on long-term project but offered no specific timetable however may they did say that next year the joint russian-turkish investment fund will become operational and in the first block of the nuclear power plant with the Russians28/50
are building in Turkey could be functional by 2023 which is which is the hundredth anniversary of the Turkish Republic the head of the Russian natural gas giant gazprom Alexei Miller stated that the construction or the under the sea segment of the Turkish stream project will begin in the second part of 2017 with both branches of the pipeline to be fully completed by the end of 201929/50
the article reported aired on gave his approval for the project on the eve of year during his visit to Russia however as I pointed out earlier the Russians appear not to be willing to lift all the restrictions on the import of the Turkish agricultural project products at this time the Russian Minister of Agriculture Alexander's catcher stated that the embargo was scheduled to remain in place for30/50
a while he did not explicitly say why this will be the but it is reasonable to conclude that it has to do with certain political considerations it seems in the level of trust between the two countries still needs to be improved in my opinion rapid reconciliation is in both countries vital national security interests as I said on many earlier occasions the geo political economic and military31/50
cooperation between Russia and Turkey is essential for stability and peace in southern Europe and the Balkans every time there is an open hostility between Russia and Turkey typically provoked by outside forces such as the UK in the past and the US foreign policy establishment and NATO since the end of the Cold War the Balkans becomes a powder keg waiting to blow up it will be the32/50
same this time around as well unless putin and aired on make some long-term binding agreements as soon as they can but not later than the summer of next year because it may be too late [Music] and now here is a special treat for you today for the first time we look at the front page of Soviet kya gracia the soviet russia a pro communist newspaper the33/50
addition of december 6 2016 and the front page of moscow Skaya Pravda the city of Moscow local newspaper the addition of December 7 2016 first let's look at seguidilla rasiya on the front page there is a color photo of Yuri Gagarin the Soviet astronaut who was the first human being in outer space he's nineteen sixty one mission of orbiting the earth he still considered one of34/50
the greatest technological achievements of the Soviet Union in the background of the photograph there are several other well known symbols and monuments of the Soviet Union the whole collage is put together with the intention of inspiring nostalgic feelings for the Soviet days the article next to the photo fits well with the photo collage the title is the majority of the Russian citizens regret the collapse of35/50
the Soviet Union the article reports that according to the public opinion research of the levada center fifty-six percent of the Russians regret the breakup of the Soviet Union while 51-percent believe that it could have been avoided the levada center can hardly be suspected or being simple sympathetic to the Soviet past because it is a long time non-governmental polling organization in Russia recently declared a foreign agent36/50
by the Russian government for receiving funds from the West so there is no reason to expect any pro-communist buyers in the poll by the contrary in explaining the reasons for their dissatisfaction with a solid breakup fifty-three percent of the respondents mentioned the collapse of the integrated economic system which is precisely something that Putin was to recreate and extend with Eurasian Economic Union forty-three percent noted the37/50
disappearance of the feeling of belonging to a great state which is also something that Putin is trying to bring back thirty-one percent mentioned that social distrust and violence have increased and thirty percent emphasized that the feeling that you are everywhere at home has vanished in answering the questions as to why they what they think what they think caused the breakup twenty-nine percent blame the conspiracy of38/50
the three presidents the Russian president Boris Yeltsin the Ukrainian president Leonid Kravchuk and the Belarusian president stanislav shoosh carriage who signed the so-called bellavita are chords on december eight 1991 disordering the Soviet Federation by the way this was exactly 25 years ago twenty three percent of the respondents put the blame on the conspiracy of foreign powers antagonistic to unit two to Soviet Union one twenty one39/50
percent think that the main responsibility falls to the last Soviet president mikhail gorbachev and the soviet communist ruling elite the article knows that the poll was conducted from november 18 to november 21st 2016 in under thirty four population centers in 48 regions of russia the sample covered 1600 individuals and was based on personal interviews with respondents in my opinion the results of this public opinion poll40/50
are significant because they show to what extent the Russians still here for the superpower status of their state they also want a closer economic and political integration with their neighbors as I commented earlier these are exactly the policies that Putin has been pursuing and trying to implement since his second presidential term this explains put his tremendous popularity at the same time it is interesting that the41/50
Russians put more blame on the internal factors for the Soviet collapse then on the external players the United States Western Europe and NATO and the Western military intelligence apparatus it is of course very likely that the Soviet elite was infiltrated by the Western agents of influence who then subverted the country from the east side for private personal gain and after all many of the high-level communist42/50
functionaries later became millionaires and even billionaires still it appears that the Russians prefer to think of the Soviet collapse as an internal domestic matter they blame their own elite and its moral and political failings in the final analysis this is indicative of hopeful optimistic thinking it means that a different political elite if correctly chosen could put Russia back on the road to global greatness no matter43/50
what intrigues and provocations the Western establishment is planning in the coming years [Music] and lastly today let's move to Moscow scaia Pravda the local Moscow daily newspaper the addition of sep tember 7 2016 on the top of the front page there is a title in big letters the Chinese are buying Moscow real estate the subtitle explains that in the last two years the number of real44/50
estate purchases in Moscow by the Chinese citizens increased three times the article reports the analysis or the real estate market in Moscow conducted by the well-known Moscow real estate company income nutritionist the company looked at the numbers of real estate purchases from 2014 to the second part of 2016 it noted a three times increase in the purchases by the citizens of China and also significant increase45/50
in the purchases by the citizens of Germany and Italy most purchases took place in the spring of 2016 when the ratio dollar to ruble was around 70 rubles for one dollar right now it's 63 three rubles for a dollar the income heat vision was director Sergei strong stated that the percentage of the foreign real estate buyers was not large around three percent but it has held46/50
steady over the last several years in his opinion most foreigners who are buying apartments in Moscow do so with a view of long-term investment and not in order to live in them in my opinion this shows that the general expectation is that the Russian economy will soon recover and that the real estate prices will rise Sean also noted that there is a significant number of the47/50
citizens of Ukraine we have recently bought the partner Rosco their situation however is very different from the rest they are typically refugees who sold everything they had in Ukraine and often include several generations of the same family the grandparents parents and kids obviously the sense here is that the political situation in Ukraine will not get better anytime soon with respect to other geopolitical hotspots it is48/50
also curious that there has recently been a certain number of Moscow apartments purchased by the citizens of Syria in my opinion what is statistics show is that there is a lot of confidence among the new and old Russian geopolitical allies that the Russian economy will grow significantly in the coming period it is indicative that the Chinese are investing in most apartments does this mean that the49/50
Chinese economy is not doing so great as a Chinese press is reporting to the world at large and the wealthy Chinese are increasingly moving their capital out of the country or is this yet another sign of the rapid political and economic Russian Chinese convergence these two issues may not actually be as unrelated as many observers suppose in my opinion it is precisely the Russian Chinese convergence50/50
and the rapid integration of the eurasian economic space that can provide a needed solution for the structural problems of the Chinese export based economic model dear friends this is all for today thank you for your time be cool and stay cool until the next edition of the Russian newspapers monitor [Music] you [Music]
