hello friends I am professor philip Kovacevic and this is the 10th edition of the Russian newspapers monitor [Music] I hope you are doing well today I would like to thank you for your positive comments and feedback and thank you also for being a part of the news but community the best is yet to come let us begin our weekly roundup of the front page news in
the major Russian newspapers in the second part of the show I have a special treat for you I discuss the front page articles or two newspapers I have not covered before the first one on our list today is the Russian government own newspaper resist kiyaah gazeta the addition for december 7 2016 on the bottom of the front page there is an article with a typo the
strongest weapon the subtitle explains that the weapon in question is information and stays that Russia adopted the new doctrine on information security the article reports that the Russian President Vladimir Putin signed a document approving a new government doctrine on information security effective immediately the doctrine deals with the Russian activities in international cyber and media spheres it enables the country to plan organize and execute informational resistance
including defense against cyberattacks the earlier doctrine dealing with government activities in this area was written in the year 2000 and was obviously outdated the aim of the new doctrine is a defense of the rush of sovereignty and territorial integrity the preservation of political economic and social stability in the country and the protection of the so-called critical informational infrastructure the key risk facing Russia this is defined
as a capability of certain foreign countries to negatively affect the Russian information infrastructure in pursuit or geo political and military goals the doctrine also notes the persistent discrimination of the Russian media in the West in addition to the dramatic increase of the Western media reports critical of the Russian government in the last few years the doctrine emphasizes what it caused the particularly strong informational pressure on
the Russian youth with the aim of diluting traditional Russian spiritual and moral values another significant threat described in the doctrine is the current dependence of the Russian industry on the digital and cyber components invented and developed in foreign countries this makes the growth of the Russian industrial output dependent on the geopolitical interests of those countries and so the doctrine calls for the rapid integration of domestic
hardware and software solutions to eliminate the dependence the main goal is to make Russia technologically independent the article quotes Sergey jealous Nia who is the ranking member of the Foreign Affairs Committee in the Russian Duma and a high-level official in the ruling united russia party as saying that the doctrine is an important component of the overall system of the russian national security because it enumerates a
